Mr Niblett does not produce the certificate required by the terms of his agreement, herewith enclosed; and as he appears to have voluntarily resigned his appointment, his liability scarcely admits of question, so far as the terms of the agreement are concerned; but as he requests that the matter may be submitted for the decision of His Grace, I now forward it to you for that purpose and beg to be favored with further instructions.
